The European Commission is considering re-opening the E-commerce Directive.
Amongst other things this Directive provides for the neutrality of internet and service providers with regards to illegal content as well as for a notice and take down procedure.
In time of increasing internet piracy, picture agencies are concerned by any change of the Directive.
In order to provide for a common response from CEPIC, a questionnaire in the form of a survey has been sent to our affiliates and National Associations.

ByBVPAAgainst the background of the World Intellectual Property Day (27th April 2012), the German Association of Picture Agencies (BVPA) has published a position paper which aims at providing a statement on the current discussion on copyright from the perspective of picture suppliers.
The discussion raises the suspicion that some young net politicians from all parties by aiming at gaining electors at the costs of creatives. A critical reflection of net political claims is necessary to protect the interests of copyright holders.
Five Points of the BVPA Statement
- The copyright law is acknowledged as a basic law according to Art. 14 and Art. 1, 2 of the German Constitution and as a human right according to Art. 27 of the Universal Declaration of Human Rights. It is a significant law for the information society.

On 4 January 2012, Richard Hooper, who is leading a feasibility study into a Digital Copyright Exchange, invited stakeholders within the creative industries to respond to a call for evidence which asks two questions:
- First, whether they agree with the 'Hargreaves Hypothesis' - that the current copyright licensing system is not fit for purpose for the digital age
- Secondly whether they agree with his proposed definitions, including the market definition.

BySABWithin the frame of its monthly industry meeting, the Swiss National Association of Picture Libraries, SAB, organised a lecture on the copyright of images on the first of February 2012.
Attorney Herbert Pfortmüller and his team of four young lawyers informed the 70 participants about copyright and personal rights. An unexpected number of participants attended the lecture and were able to address their topic related questions to the specialists. The talk revealed once again the prevailing uncertainty of the legal protection of images. Further questions were: Who decides which content is worth being protected and which are the criteria for doing so? The frequent arbitrary court decisions indicate the necessity for Switzerland of a more convenient copyright for images.

ByPieter DoormanThe first NLimage Fair on Wednesday the 12th of October was a great success. For the first time, NLimage organised a fair for picture editors, art buyers and art directors. A good 250 image users made their way Amsterdam.
The theme of the event, image use, was carried out by a series of presentations. Opening speaker was Ouke Arts, advisor and researcher with media strategy agency Thaesis. With a waterfall of images and statistics he showed new trends in the media. The highlight in his presentation where the 75 new developments and applications currently in the media. In doing so he made evident that a revolution is happening in this industry, a revolution that is not even near its end.

The British Association of Picture Libraries and Agencies (BAPLA) is waving a sad farewell to Executive Director, Simon Cliffe, who is leaving the Association after nearly three years in charge.
Cliffe was tasked with the job of creating a ‘recession proof’ Trade Association and developing a strategy that would enable BAPLA to develop the industry to be fit for purpose in the 21st century. That is now done.
His appointment in 2008 followed a strategic review commissioned by the then Executive Committee.
