CEPIC Endorses Conclusions Of SABIP Report In The UK

SABIP, the Strategic Advisory Board for Intellectual Property Policy, provides strategic and independent advice to the UK Government on intellectual property policy.

On 23 February 2010, SABIP hosted a breakfast panel debate at the British Library on the Google Book Settlement. The event brought together representatives from Google, authors, publishers, the European Commission and stakeholders from the UK creative community. CEPIC member's BAPLA (Simon Cliffe and Linda Royles), as a representative of the UK picture library community, as well as CEPIC (Christina Vaughan) and ICOMP (David Wood) took part in the meeting.

In July, SABIP published "Google Books - A policy panel event". The Reports summarizes the findings of the event.

As the Report notes, doing nothing in response to the proposed Settlement is not an option. It also states :

Rather than law-making through litigation, a proportion of the audience felt that legislation was needed to address these issues. Copyright legislation is left to national Governments and these must ensure that broader issues are taken into account when legislating, including:

  • The impact on visual works;
  • The impact of legislative solutions, such as extended collective licensing, on moral rights;
  • Where and how value is derived from content in the digital world."

In support of the conclusions of the Report, Christina Vaughan, President of CEPIC, co-signed a letter addressed by ICOMP to the Intellectual Property Office in the UK.

SABIP was created following a recommendation of the Gowers Review of Intellectual Property. It was disolved in July 2008 and the Intellectual Property Office will soon take its responsibilities.
