In December 2012, the European Commission launched a one-year negotiation round in order to assess the need for re-opening the 2001 Directive on Copyright in the Information Society. This Directive sets a number of optional and obligatory exceptions to copyright. The issue at stake is whether new copyright exceptions should be introduced such as a “free to share” exception, fair use, obligation of registering works etc.
In December 2013, the European Commission opened a public consultation on the issue with the possibility for any stakeholder, private person interested in the issue to provide an opinion on the subject matter. The consultation finally closed on 5 March 2014.
